The establishment of separate rights for citizens by race is antithetical to equality under the law. However, the establishment of institutional and political initiatives to provide and preserve the social balance is also necessary in a nation which has used race to restrict the Constitutional freedoms its citizens and residents. America is clearly such a nation.
