An Issue may have several positions. And a Position must be supported by arguments. Arguments may not relate directly to an Issue, because an issue is neutral. The position must have a title and arguments can only be attached to a position. In order to float a position there must be some synergy in the Agora. Arguments which are essentially the same, must be seconded in order for them to be attached. If positions are mutually exclusive, or somewhat controversial that must be irond out in a private conference. To call a question for a vote or 'instantiation of a position'...
A Litmus Test is a yes or no call on a set of positions. Litmus Tests can only be created by Signers to a Partisan Group.
